Consulting and Technical Services+ (CATS+) Master Contract enables State government to procure IT consulting and technical services in a timely and economical manner. Through CATS+, the State will have a flexible means of obtaining information technology (IT) resources quickly, efficiently and cost effectively by issuing task orders specific to its needs.
Sparksoft Corporation is a Master Contract holder. A Master Contract is the State equivalent to an Indefinite Delivery, Indefinite Quantity contract. Companies compete to be selected as a qualified vendor for the Master Contract. Goods and services are purchased by issuing competitive task orders under the Master Contract to only those vendors awarded the Master Contract (called Master Contractors). Participation by non-Master Contractors on a task order is only supported through subcontracting opportunities.

Sparksoft specializes in software testing and support and as part of the healthcare.gov testing team, Sparksoft brings a unique service experience from the largest healthcare IT project in the country to the wider government space.
Sparksoft has program and project management personnel with proven track records in managing large scale CMS programs including the Affordable Care Act (ACA) Federally Facilitated Management (FFM) Testing, Marketplace Testing Support Team (MTST), and Marketplace Advisor and Systems Integrator (MASI), and Collaborative Application Lifecycle Tool (CALT). In addition to CMS work, Sparksoft provides support for Johns Hopkins University (JHU) and the Massachusetts Health Exchange (MA-HIX).
