CMS Awards Sparksoft with a 5-Year $61M Prime Contract to Manage the Enterprise Portal Services(EPS)
July 29, 2022 – The Centers for Medicare & Medicaid Services (CMS) has awarded Sparksoft Corporation with a 5-year, $61 Million prime contract to manage the Enterprise Portal Services (EPS). Launched in 2013, EPS is an agency-wide enterprise system that is managed by the CMS Office of Information Technology (OIT) in support of legislative mandates of the Affordable Care Act (ACA), Medicare Access and CHIP Reauthorization Act of 2015, and other legislative efforts designed to enhance the nation’s healthcare delivery. EPS is a cloud based Shared Service that provides portal services for multiple CMS business components with over 50 integrated systems. Many of the CMS EPS customers are public facing on https://portal.cms.gov in order to support CMS’ customer’s mission critical business processes. EPS is closely integrated with the CMS Identity Management (IDM) system that ensures the authenticated users have appropriate access to EPS resources. These customers rely on the EPS for 100% uptime to complete their mission critical business processes.

Under this contract, Sparksoft will be responsible managing and refining existing processes, procedures, and systems to enhance the EPS customer and user experience through the following tasks:
  • Agile Transformation Services
  • Operations and Maintenance
  • 24x7 system monitoring and system up time services
  • Amazon Web Services (AWS) Infrastructure Configuration and Maintenance
  • Modern DevSecOps Pipeline with CI/CD Delivery
  • Human Centered Design (HCD)
  • Highly responsive helpdesk

This award expands Sparksoft’s footprint supporting other OIT CMS ecosystem innovations such as the Medicare Payment Systems Modernization from legacy Mainframe and Cobol solution to a Microservices Architecture in the AWS Cloud on Medicare Integrated Systems Testing (MIST) and the HIPAA Eligibility Transaction System (HETS) modernization as the HETS Independent Testing Contractor (HITC); builds on our experience with high-volume contact center operations providing Independent Quality Assurance (IQA) monitoring of Customer Service Representatives (CSR) at 1-800-MEDICARE Contact Center Operations (CCO), and managing the Marketplace Service Desk (MSD), which provides assistance to the CMS Center for Consumer Information and Insurance Oversight (CCIIO) Application Development Organizations (ADO), issuers, agent brokers, State agencies, insurance companies, and Third-party Administrators (TPA); as well as Sparksoft’s extensive support across Federal and State-based ACA Marketplace pillars like the Multidimensional Insurance Data Analytics System (MIDAS) and Federal Data Services Hub (Hub).
