Michael Finkel is the new Chief Executive Officer for Sparksoft. He is an active member of the leadership team, working to realize the vision of a strong Health IT Contractor. Prior to this, Mr. Finkel was Chief Operating Officer for QSSI. He was responsible for managing QSSI’s operations and was a significant driver in the company’s expansion efforts. He has also been a major supporter of new business development efforts at CMS, most notably his leadership and oversight on the HealthCare.gov initiative.
Mr. Finkel has held a broad range of positions of increasing responsibility in his career over the last 19 years, with the last 11 years concentrated in Healthcare IT. Demonstrating leadership with high integrity, Mr. Finkel has the ability to build high performing cross functional teams based on a culture of commitment and accountability. Mr. Finkel has developed a portfolio of Federal Programs focused on system development, enhanced security, and strategic information exchange solutions to improve healthcare, education, and housing. He was instrumental in guiding QSSI’s successful emergence from a small business standout to a position of prominence in the government contracting world through the effective execution of critical programs for the Department of Health & Human Services (HHS), Department of Education (DoED), and Housing & Urban Development (HUD).
Prior to that, he served in a Senior Management role at Computer Sciences Corporation leading the efforts to implement key components of the Medicare Advantage and Prescription Drug (MARx) system which was part of the Medicare Modernization Act. Mr. Finkel served as the Co-Chair of the CMS ESD Tools Evaluation Group. The group worked with key CMS management and stakeholders to evaluate and recommend tools for use by the Centers for Medicare and Medicaid Services.
